Description:
Leading the development and effective delivery of Maintenance, Reliability, and Project Engineering services for the site. Maintenance and Reliability activities include: establishing and managing the maintenance spending budget; establishing and implementing a maintenance productivity improvement plan; and establishing and driving the reliability improvement plan. Leading the sites engineering activities, including capital & expense projects. This includes responsibility for ensuring engineering process excellence across the site. Maintenance:
Implement site processes that ensure that maintenance and project work across the site are conducted in a safe, responsible and environmentally sound manner in compliance with all regulatory requirements. Implement long-term strategies to ensure efficient and cost effective execution of maintenance activities, maintenance standards, reliability, equipment integrity, preventive/predictive maintenance programs, and SAP management. Develop annual budget, control costs, and provide cost analyses and projections. Establish and maintain process for continuous improvement and cost reduction across the site. Establish sustainable evergreen processes for identifying maintenance related problem areas relating to work flow to determine cause (procedures, systems, technical problems, personnel performance), define appropriate action communicate and implement recommended corrective actions. Facilitate, influence, make decisions, coach, and provide leadership to all maintenance personnel to achieve desired performance. Work with the Reliability and Maintenance Excellence Network to ensure that Best Practices are leveraged across the company. Identify maintenance capital equipment needs.

Engineering:
Work with Operations, Engineering, and Business Leadership to develop and update the site project portfolio. Develop the site project budget in coordination with the company portfolio and effectively deliver against the plan. Provide general plant technical engineering support (e.g. document control on eng. drawings). Work with the Engineering and Standards network to ensure Best Practices are leveraged across the company. Ensure compliance to the company project stage gate process for all projects. Responsible for site engineering & projects, which includes the following; small capital, reliability, process safety, and work process optimization. This includes accountability for schedule, budget, quality, and scope. Participation in project reviews; provide professional guidance on implementation issues, risk mitigation actions, and project recovery actions. Assure up-to-date, accurate reports of project status and keep site & company leadership informed of cost and schedule performance. In coordination with the Manager of Project Engineering, determine staffing levels for both Company and Contractor for the site. Responsible for career development and performance management of the site engineering team.

The Operations Manager is responsible for achieving the performance result expectations of the site for Production Pounds Produced, EH&S, Operating Budget, Operating Equipment Efficiency (OEE) targets, Quality, Service, Inventory and Distribution, Waste Control, Government Regulatory Compliance (OSHA & EPA), Efficient Plant Shutdowns/Start-Ups and People. The Operations Manager drives continuous process improvements to achieve optimum operating efficiencies, pounds produced, lowest manufacturing cost, EH&S performance and positive labor relations. The Operations Manager has community contact / interaction with various civic groups, local government officials, and regulatory agencies as required.

DUTIES: The Operations Manager is responsible for the overall results of his or her facility. This involves effectively managing the manufacturing budget, assets, manufacturing headcount, budget, inventory, production output, and people to achieve optimum results for the business. The Operations Manager interacts on a regular basis with the key members of his or her operational team, functional Directors, Business Managers, and the senior management team. External interaction includes government regulatory agencies, suppliers, and contractors. The Operations Manager primarily possesses and utilizes the key competencies of: Strategic and Analytical Thinking, Tenacity, Adaptability, Critical Information Seeking, Results Orientation, and Concern for Standards. The Operations Manager reports to the Director of Corporate Operations.

PRIMARY ACCOUNTABILITIES: Accountability #1: Operational Efficiency: Analyze operational "bottlenecks" and implement action plans to eliminate them. Assure the assets are utilized and maintained properly to maximize operational value. Champion continuous process improvement Accountability #2: EH&S Compliance: Publicly lead and demonstrate the Company s relentless pursuit for EH&S excellence in communications, recognition achievements, incident investigations etc Accountability #3: People: Continuously evaluate the site s organizational capability to meet the needs of the business. Maintain open and credible dialogue with employees communicating the vision of the Company, identifying issues of concern, and maintaining a positive work environment. Requirements:
Must have progressive experience in the chemical or petrochemical industry. Working knowledge of Lean Sigma practices is preferred. Progressively responsible management experience. Computer skills a must, with knowledge of MS Outlook, MS Word, MS Excel, and MS PowerPoint. ERP knowledge and experience is a plus. DIMENSIONS: The manufacturing facility is a Process Safety Management and Title V regulatory site consisting of three (3) separate, distinct, and complex operating plants (Chlorination, Phosphates, and Alky Phenol/9228 Finishing) and required to comply and adhere to strict OSHA / EPA regulatory protocols and regulations.
