JOB HIGHLIGHTS: The HSE Manager is responsible for coordinating, implementing, and maintaining all Environmental, Health, Safety, and Security Management efforts at the site. This will be done within the full scope and requirements of company standards; Local, State, and Federal regulations, including OSHA PSM, EPA RMP, and ISO 14001. This position will be a member of the Site Leadership Team, champion the safe work culture, and ensure safe work habits and behaviors are practiced by all site employees on a daily basis. The HSE Manager must have the breadth of knowledge, leadership, and management skills to lead a team of skilled HSE professionals.

ABOUT THE PLANT: The plant is a synthetic organized chemical manufacturing site with complex operations including continuous and batch processes, hazardous waste burning boilers, and aerobic and anaerobic wastewater treatment plants. This facility has equally complex permitting requirements for Environmental (Air, Waste, Water), Occupational Health and Safety, Process Safety, and Security functions.

SUPERVISION:
Manage a team of eight direct reports, including two Environmental Engineers, PSM Engineer, two HSE specialists, and three HSE Admin / Front Gate Security staff.

DUTIES:
Responsible to ensure that the site maintains its "License to Operate", which means regulatory, safety, and legal compliance with all applicable Federal and State Laws, company internal standards, and Industry RAGAGEP's.
Ensure that all site HSE standards and procedures are regularly reviewed, updated as necessary, and remain current. Coordinate with HSE team to effectively communicate and train site on HSE standards and procedures.
Responsible for creating and managing the site Health & Safety and Environmental budgets.
Responsible for managing and coordinating the ISO 14001 Environmental Management System and certification.
Has primary responsibility for Process and Operational Management elements of Employee Participation/Engagement, Process Safety Culture and Commitment, Conduct of Operations, and Operational Discipline.
Contributes to root cause analyses and investigation of incidents and near misses.
Responsible for ensuring that incidents and near misses are appropriately reported.
Support and performs routine audits and inspections, e.g., review safe work permits, housekeeping audits, etc., and proactively supports the resolution of issues found.
HSE Manager will have routine engagements and field presence with site colleagues.
Coordinates, guides, and supports various department Safety Committee Team Leads.
Responsible for developing and recording all HSSE related measurements, metrics, and KPl's. Performs analysis of results to trend data, identify opportunities for improvement, and communicate learnings/opportunities to site.
Support worker compensation claim management led by corporate resources.
Support review and approval process for Capital Project authorization requests.
Responsible, with corresponding team members, for ownership of and engagement with Compliance Audits from external agencies and internal audit teams. Responsible for assigning and tracking completion of finding corrective actions

REQUIREMENTS:
Previous experience as HSE professional required. Engineering degree or technical background preferred.
Experience with direct supervision of employees, contractors, consultants, design firms, etc.
Self-reliant with strong time management and prioritization skills.
OSHA PSM plant experience is required.
Strong leadership, communication, and interpersonal skills.
Excellent computer skills especially Microsoft Office (Word, Excel, PowerPoint).
Working knowledge of ISO 14001 required.
Able to analyze data and situations, draw conclusions, and make meaningful decisions.
Ability to work effectively with multiple organizational levels from shop floor to executive level.
Plans own work to achieve assigned goals and is responsible for the relevance of work and the integrity of results.
